Can you take an action using only a brown-box item or card, such as Rest or Make fire?
The rulebook's icon list says an effect applies only during an action of its type.

No. Brown icons only modify an action that you take using a matching white-box action, from the terrain, an event, your hand or an item. With no white action available, the brown effect has nothing to modify. You can take any white-box action you hold on a terrain that does not forbid it, even if the terrain does not show it.
