Can you use a permanent event's actions and resources away from the Terrain it is attached to?
The rulebook says an attached event's contents are available to players on that Terrain.

No. A permanent event's actions, resources and effects apply to the Terrain card its arrow points at, and only to figures standing there. Its resources count for crafting there, and its brown effects apply only to a matching action taken on that Terrain.
