Do you ever move onto a Permanent event card?
The rulebook's moving section describes events with several placement arrows separating Terrain cards.

No. Movement only goes onto Terrain cards. A Permanent event attaches to a Terrain card and adds actions and resources there. Events that block a path (cliff, river, bridge) offer an action that moves you to the Terrain card on the far side instead of a normal Move.
