Whose movement cost do you pay when you move: the card you leave or the one you reach?
The rulebook says the move is an action on your own Terrain card and reaches any card connected by an unbroken chain of Terrain cards.

The cost printed on the Terrain card you are standing on, paid once for the Move action. On success every involved character may move to any reachable Terrain card, however far, without paying for the cards crossed. Fire and character bonuses can reduce the cost.
