Can a character with no useful cards or items still be involved in an action?

Yes. Any character on the same Terrain card can be involved if the active player agrees, even if they contribute nothing. Their presence lets the group use -X/+X and lets them receive the kept Skill card. The cost is that if the group action fails, the active player must take the 100 card and becomes paranoid.
