How do you get Advanced Skill cards and experience points?
The rulebook defines Advanced Skills as purchases made with experience points when the game says you can.

Only when a card or event tells you that you may spend XP, usually when you find a good place to rest, after which you buy cards with the cost shown on them. You cannot spend XP whenever you rest. A new game resets them.
