When is the hand size limit enforced?
The rulebook's Hand size limit step is the last step of action resolution.

Only at the very end of an action, in step 7. You may hold extra Skill or Bonus cards during the Consequence step and use them, then discard down. This also covers cards gained from temporary events or exploration card effects during the action. Only Skill and Bonus cards are limited, not State cards.
