How does the -X cards / +X successes option for group actions work?

When more than one character is involved, they may lower the cards to draw by X and raise the required successes by X. It is optional and never available on locked actions or when acting alone, and raising the cost to lower the difficulty is not an option. It works on any action, not only crafting, though on a failed group action the active player takes the 100 card and becomes paranoid.
