Can you give a Skill card from your hand to another player?
Two players state this and it matches the rulebook's limited transfer rules, but no official ruling was found.

No. There is no way to trade cards in hand. The only transfer is when a Skill card is gained: in the Skill step it may go to another character involved in that action. Items are the only things you can give or swap, at the cost of 2 Action Deck cards.
