When drawing randomly from the face-down Discard Pile, can you just take the top cards?
Yes. Once the pile is shuffled, the top cards are as random as any, so taking the top cards is fine. A properly shuffled pile is all the rule asks for, and when shuffling back you shuffle the whole deck rather than inserting cards at spots.
