When is the Discard Pile turned face up again?
The rulebook describes flipping the pile when the Action Deck is re-formed.

When effects put cards back and the Action Deck has cards again, you rebuild the Action Deck and flip the Discard Pile face up. While the Action Deck is empty, the pile stays face down.
