Can another player take, or be active for, an action from a card in my hand?
The rulebook lists exactly where the active player's actions come from.

No. The active player may only take actions from their own Terrain, attached cards, hand, inventory and the Satchel & Journal. The holder of a card with an action must be the active player, but other characters on the same Terrain can still help.
