Combining the Ruins Expansion with the Base Game

51st State

Shuffle the Ruins cards with the cards from the 51st State creating a single deck.

Ignore all Location's Defence Distance on the cards – it is used when playing with the New Era.

Note: Some of the 51st State icons are replaced on the cards with new icons used in the New Era. These are:

  • Contact tokens: shown as three icons – a blue token with 3, a red token with 3, and a grey token with 1.
  • Contact Actions: shown as two icons – a red arrow and a blue arrow.
  • Victory Points: shown as two icons – a 1-point star and a 3-point star.

New Era

Remove and put back in the box the following cards from the deck: Parliament, Sheriff Barnes, Reverent Artax. Shuffle the rest of the cards with the cards from New Era.

51st State / New Era + Winter

In case of combining the Ruins expansion with the 51st State or the New Era and Winter expansion at the same time, you should shuffle the cards all together and remove from the deck the following types of cards: Leader Cards, Conquest Instant Cards and Cooperation Instant Cards. Each of these groups of cards should be shuffled separately and the following face-down stacks of cards should be created:

  • Leader Cards separated into two stacks of 6 random cards each (only one stack in the New Era),
  • a stack of 6 random Conquest Instant Cards,
  • a stack of 6 random Cooperation Instant Cards.

The remaining unused Cooperation and Conquest Instant Cards will not be used in this game and thus they should be put back into the box without looking at them.

New Types of Cards and Symbols

New Location cards have a few new abilities and icons:

  • Top card from the Discard Pile: an icon showing a card from the Discard Pile.
  • This ability allows the player to have one more Leader: an icon showing a Leader.

Locations with Constantly Open Production

Such cards have an icon of multiple Workers above the illustration (New York Harbor, Police Precinct, Police Patrol, New York Factory, Manhattan). Opponents may send their Workers to such Locations more than once per turn and the player doesn't have to mark it at all with a faction token. All other rules of Sending a Worker to an opponent's Location are the same (you can't send a Worker to Locations belonging to a player who passed, etc).

Locations with Production and Storage

Such Locations have two functions: it allows players to store particular Resources, so they are not discarded in the Cleanup phase, and at the same time, if the storage is full during Production phase, then it provides a specific Profit.

Placing the Resources or Workers into storage is free but can be done only in the Action phase, Victory Points Count phase and Cleanup phase.

Note for players using New Era: such cards have a changed Location's Defence Distance and it is not a mistake. These cards are harder for opponents to conquer.

  • Flea Market – Can store any 3 Resources. If the storage is full during the Production phase, then the player receives 1 Victory Point.
  • Marauders – Can store 3 Weapon Resources. If the storage is full during the Production phase, then the player receives an Incorporation token (range 3).
  • New Railway – Can store 3 Scrap Resources. If the storage is full during the Production phase, then the player receives an Incorporation token (range 2).
  • Craftsmen – Can store 2 Workers. If the storage is full during the Production phase, then the player receives one Universal Resource.
  • Hidden Warehouse – Can store 1 piece each of Scrap, Weapon, Building material and Fuel Resources. If the storage is full during the Production phase, then the player receives 2 Victory Points.
  • Pony Express – Can store 3 Fuel Resources. If the storage is full during the Production phase, then the player receives 1 card from the Draw deck.
  • Construction site – Can store 3 Building material Resources. If the storage is full during the Production phase, then the player receives a Redevelopment token.

New Leaders

New Leaders, in contrast to those known from the 51st State, don't provide the possibility to acquire additional Victory Points.

They have a special ability to decrease Location's Distance by 1 during a certain type of Action: Cooperation or Conquest.

  • Sheriff Barnes – decreases by 1 the Distance of a Location during a conquest action.
  • Reverent Artax – decreases by 1 the Distance of a Location during a cooperation action.

For example, if a player has Sheriff Barnes and Location with a Distance 2 in his hand, he needs only Range 1 to Conquer this Location. On the other hand, if a player wants to Conquer a Location with Distance 1, he conquers it for free – it is still treated as a normal location conquest action, but it doesn't require the use of any Resources or Contact Cards.

Note for players using New Era with Winter expansion: the new Leaders' abilities also decrease a Location's Distance during Cooperation or Conquest Action with Location of another player.

New Instant Cards

A new type of Instant Card allows a player to draw the indicated number of cards.

  • Border Guard – draw the top 2 cards from the Draw deck.
  • Caravan – the player chooses to either draw the top 3 cards from the Draw deck and choose one of them to take to his hand (putting the others in the Discard pile) or to draw the top 2 cards from the Discard pile (the player first draws the cards from the Discard pile and then discards the Caravan card).

Order of Drawing Cards from the Discard Pile

In some special cases it might occur that the order of taking different activities alters the cards which are drawn from the Discard pile.

During Production phase

  • if more than one player draws cards from the Discard pile, players should take their Profits in turn starting from the Player with the First Player token and going clockwise,
  • if a player receives cards from the Discard pile from a Spoil (and also Agreements), then he first takes all the cards from the Discard pile and only then discards the Conquered Location Card(s).

In New Era

  • if a Location like Traveling Prison or Engineers Team is conquered, first the attacking Player draws the cards from the Discard pile. Then the defending Player receives his.

Note: At any moment players can look through the Discard pile.

Contest!

The Ruins expansion includes a special card which you can use to prepare and test a Location of your own!

The printed call for submissions (an invitation to send Location ideas to the publisher, with its terms) is omitted here as it is not part of the game rules.

Additional Description of Cards

Abilities of Locations with Production

  • Broadcasting Station – for every 2 Victory Points acquired during the Production Phase, the player receives 1 Victory Point and 1 Worker.
  • Iron Harbor – for every 3 Resources of any type acquired during the Production Phase, the player receives 1 Victory Point.
  • Supply Warehouses – for every any 5 Resources of any type acquired during the Production Phase, the player receives 2 Victory Points.
  • Slave Trader – for every 6 Workers acquired during the Production Phase, the player receives 2 Victory Points.
  • Lustful Robbers – for every 2 cards from the Draw deck acquired during the Production Phase, the player receives 2 Victory Points.

Note: Unlike other Locations with Production Rules, the above Locations don't bring the produced Profits at the moment of those Card's Incorporation.

  • Pete's District – if a player has at least three Agreements, he receives 1 Victory Point and draws the top card from the Draw deck.

Note: Victory Points from Agreements and Spoils are placed on the Base Card, while the Victory Points produced by Location Cards should be placed on the location cards – and the standard "three slots rule" applies. This means that when 3 Victory Points tokens are on the card, the card ceases to produce extra Victory Points. If a Location provides other Profits beside Victory Points (for example, Pete's District, Broadcasting Station) and the maximum number of Victory Points is already met, it still provides the other Profits.

Abilities of Locations with Features

  • Borgo's Deathboard – after a successful Cooperation action, the player receives 1 Victory Point.
  • Parliament – the player with the Parliament card can have one more Leader (in 51st State or New Era with Winter). The second Leader is played and changed in the same way following normal Leader rules. If the player has 2 Leaders and loses the Parliament card (for example, by Redevelopment or if conquered by an opponent), he must immediately discard one of his Leaders. Resources and/or Victory Points from the discarded Leader card are transferred to the Base card.
  • Pete's Newsletter – after a successful Cooperation action, the player receives 1 Victory Point.

Abilities of Locations with Actions

  • Fallout Shelter – discard a range 3 Conquest token to choose an opponent and take from him 1 Victory Point and 1 Worker. You can only take a Victory Point token from opponent's Base card and place it on the Fallout Shelter card (the standard "three slots rule" applies). If the opponent does not have any Victory Point tokens to take or this Location exceeds the maximum number of Victory Points, the player can only steal 1 Worker.
  • Peacemaker – discard one Agreement of a chosen opponent to receive 1 VP.
  • Migrants – discard a card from hand to draw the top card from the Discard pile. Note! You should first take the card from the discard pile and then discard one card from hand.
  • Tommy's Motel – discard any 1 Resource and a card from hand to draw the 3 top cards from the Draw deck. Choose one to keep and discard the others.
  • Engineers Team – discard any 1 Resource to draw the top card from the Discard pile.
