Does the Vikings bot pay 3 materials to acquire an uncivilised card when none is in the market?

No. The design intent is that the bot plays the Region, exiles a card, and pays 3 only to acquire an uncivilised card if able. It does not pay for nothing, and the row still counts as resolved.
