Utopian bot: when does the 'if this is not possible' branch apply to the Remains in Play row?

The fallback applies to the whole preceding sentence, including its condition. With no scrolls in the discard, the acquire works. With scrolls, one goes to the top of the deck for progress and population, and a second goes to history to acquire the highest VP card. If the row does nothing, the bot drops to the bottom row.
