Is it legal to chain a draw card with Tea Ceremony to keep drawing until your actions run out?

Yes, as long as the cards are not free play limited. A draw-one card can be paired with Tea Ceremony to repeat the draw as long as actions remain. Free Play cards are limited to one use per turn, which limits the Leadership and Eminent part of the loop.
