Is the Atlantean development that takes an Unrest drawn correctly during clean-up when your draw deck runs out?

Yes. Developing interrupts the draw: you draw the remaining cards, develop (taking the Unrest), reshuffle the discard, then draw only up to your hand size. If the Unrest fills your hand, you stop drawing. The designers say Utopians are being patched to trigger on reshuffle for the same reason.
