In what order do Borderland, Dhar Tichitt and Warfare resolve when an opponent defends?

Play the card and pay the population cost first. If the defender uses Borderland, the unrest steps are skipped, and Borderland still applies if you then pick a region, so the defender ignores the abandon-a-region effect. The defender could also use Dhar Tichitt, but the designer sees little reason to.
