Players agree and the rulebook gives the Solstice version, but it does not address other timing.

Agree an order if you can. If players cannot agree on an order for simultaneous effects, go in turn order, starting from whoever played the card. The rulebook sets turn order for Solstice, and forum players apply the same approach at other times.
