If a card makes me pay a cost, or says 'do A and B', how much of it must I resolve?

Once you pay a cost you must resolve the result as much as possible; only text after MAY is optional. With 'A and B' you do as much as you can. With 'A to B', anything before 'to' is a cost, so if you cannot do all of A you cannot do B. A cost can be paid even when none of the result can be resolved.
