How do you get back a garrisoned card?
Only by moving its region elsewhere through a separate effect. Abandoning the region puts the garrisoned cards in your discard pile too; recalling it returns them to your hand. If the region goes to history or is exiled, the garrisoned cards are lost with it. For many civilizations, Glory is the only way to abandon regions.
