How does the Scythians bot resolve a Nomads row that says gain 1 material, if gained none do X, and if gained 2 or less do Y?

The second and third sentences are independent. If the bot gains 0 materials, it breaks through for a Region and then discards the top card of its deck. A reply noted the wording could have excluded zero, but the literal reading applies and nobody official has said otherwise.
