How do 'if unable' and semicolons work on bot cards?

Read each sentence separately. The bot performs the first option it can do fully; an option it can only partly do counts as unable (including partial steals). Text after a semicolon is the fallback, and a new sentence after a full stop is separate from the 'if unable' clause, so the card goes to History regardless.
