Frozen Waste's Solstice is a choice. A: abandon one of your infinity-icon cards, which can only be Frozen Waste itself when it is your sole such card. B: exile a garrisoned card, paying that as the cost of a break-through for an exiled card. When B cannot be paid, A is forced; Trade Routes are not legal targets for abandoning.
