Can you choose a Solstice option on Atar that you cannot complete, such as putting a Knight into history when you have none?
No. A choice must be one you can perform. If you are Empire with no eligible Knight or Tributary, the only remaining option is to abandon the card; you cannot pick an option that cannot be carried out.
