Can a Region card in the Market have Unrest underneath it?

No. Region cards never have Unrest under them, because when a card is removed from the Market its Unrest is cleared before the slot is refilled. Breaking through for a Region is useful for getting a Region from its mini deck, not for avoiding Unrest.
