Can a civilisation have more than one Power card at setup?

Yes. Some civilisations have more than one Power-like card, similar to the Arthurians, so a setup that already accommodates them works. The rulebook setup lists a single Power card; extras such as the Cultists' ceremony card act as an additional Power card.
