What's the difference between Additional Action Phase A and C?
The rulebook places them before and after the main phase.

Timing. Phase A comes before your main action, so only items you hold at the turn's start are usable; phase C follows it, so goods and cards gained that turn can be used. Both allow mercenaries, achievements and Orders.
