In a power written 'do X, then do Y' (Boat-tailed Grackle), must X happen to get Y?

Yes. In Wingspan, 'do X, then do Y' makes X a prerequisite for Y. If X begins 'you may', the prerequisite is always met even if you decline. So the Boat-tailed Grackle gets its die only if it caches food, and a Masked Lapwing must reset before gaining. An Alpine Swift played without an action cube cannot take the habitat action.
