In Flock mode, how do 'all players' powers work when both active players trigger one?

The other active player is affected only after finishing their own turn and cannot use the resources on their turn. If the order of several 'all players' effects matters, each non-active player may apply them in whichever order suits them best; the active players must not game the timing by alternating activations.
