Can a bird power lay an egg on a bird that is already at its egg limit?
Stonemaier staff ruled the limit is hard; the exceptions come from the quoted appendix.

No, unless the power says so explicitly. A bird's limit is absolute, so ordinary egg-laying powers cannot exceed it. The Asian Koel and Violet Cuckoo are the exceptions: their appendix entries allow an over-limit egg on each activation without changing other limits.
