Does ASTRA ever complete missions, and can it end the game that way?

No. ASTRA never accomplishes missions, and the designer confirms ASTRA cannot end the game. Turning over a mission card on the second ASTRA Effect draw is only a mechanic that lowers the points available to you; only you can trigger the all-missions end condition.
