Can I use my action before writing the number?
The rulebook text covers this directly.

No, with one exception. The turn runs: pick a combination, write the number (compulsory), then use the action (optional), so effects such as dividing a zone only happen after the number is on the sheet. The Astronaut is the exception because it changes the number before you write it.
