What is the order of resolution when my insignia fills a planet's last space?

Draw the insignia, apply the space's Bonus symbol, award control (the planet closes), then use your combination's action. A Planning action must therefore go on another planet's moon, but a Planning from a Robot bonus on that last space can still use this planet's moon because the planet is still open.
