Must I take the action, and where does the Robot insignia go?
The designer answered this directly on BGG. It matches the rulebook.

The action is optional; the number's insignia on a planet is compulsory. With the Robot action you then draw an extra insignia on the first available asteroid. If no symbol is left for Water or Plant, you still place the insignia.
