Where can I build dome sections, and can I build on both sides?
The rulebook text covers this directly.

With nothing built you may start on either side of the surface. Afterwards a new section must be adjacent to a built section or to the surface on the other side, so you can grow outward on both sides. Odd or even type must match your number.
