If a sabotage adds a System Error in the turn my rocket would launch, do I still launch?

No, unless you can clear it. Launch is checked at the end of the turn, after sabotage (phase 5) and mission accomplishing (phase 6), so a circled uncrossed error blocks the launch and the game continues. A mission you accomplish that same turn can give rockets that clear the error before the check.
