Do I have to resolve a completed quarter's effects at once or in a set order?

You must use all effects of a completed quarter in that turn, and you can't save one for later. They can be resolved in any order, so you may finish one quarter, use what it unlocked elsewhere, and return. Cross effects off as you use them to keep track.
