The publisher's developer gave this ruling and the exceptions in 2020.

Yes — its attack and ability are deactivated as soon as it is stunned and stay off until its token moves up during Step 3. Exceptions are written on the card: Vengeance deals extra damage when stunned, and Reaver still discards lasers at end of turn.
