How does Reflect work, and can it target a mothership?

Choose an enemy: it counts as lasers equal to that enemy's attack value plus one against it. It cannot target a mothership, because it says enemy. It does not add new lasers each turn, and against enemies with a special attack instead of a plain damage number it counts as two lasers.
