Yes to both. Split Laser works as value-1 lasers, so Juggernaut shrugs it off, and value-1 lasers cannot stun it. Actual value 2 or 3 laser tokens work normally. Players disagree on whether power tokens that count as one laser, such as Electro-Bot, are affected.
