The Governor Tile

The printed icon on the tile shows two arrows, with action markers moving from one action space to another. The rule text is the BGG caption, not printed on the tile:

Instead of playing an action, the player can move his ACTION markers on another action of his choice. He must move all the ACTION markers placed on this action.
