The designer confirmed the Haint stops at a Candle and Candles are not attack targets.

It moves onto the Candle, its movement ends, and the Candle is discarded. It then still performs its action against Vagrants in range. A Candle is never an attack target, and only matters for actions that move the Haint, and only in the same train car.
