If all Vagrants go Westbound mid-scenario, does the scenario end right away?

Probably not. The rulebook is inconsistent: the Defeat text and Scenario Phase Conclusion read as if the scenario ends once everyone is Westbound, but Moment 13 and page 13 check this at the end of the scenario, and a knowledgeable replier explained that you keep playing, calling the French "during" wording a mistranslation. If you finish still all Westbound, you are defeated and read Moment 13 and the Defeat Moment.
