How does the success value of A Little Rhythm work with Coins and the Songsmith passive?

The base value starts at 5 and drops by one per Coin. The Songsmith's Upbeat Tempo passive lowers it by 1 more only when exactly 1 Coin is on the Skill. A success is still needed for the effect.
