Preparing the Game – Basic Mode
- Place the game board in the middle of the table.
- Shuffle 120 tiles and form them into face down stacks. Take 4 random tiles from the stacks and place them on the marked spaces on the board.
- Each player receives a player board, 5 disks and 5 cubes in one colour (marked on the player board).
- The players place their cubes on the spaces marked with '0', on all of the tracks on the game board. Those tracks show the factors influencing the development of the city: Number of residents, Jobs, Ecology, Revenue and Happiness.
- Put the goal cards and hourglass into the box. You will not use them in basic mode.
The Course of the Game
The youngest player begins the game. Then, the game proceeds in a clockwise direction. The game is divided into player turns. In his turn a player can perform three actions. He has to perform one Architect's action and can perform 2 more actions (out of 4 available). The actions can be performed in any order.
Note: Each action can be performed more than once in a player's turn but the number of actions can never be higher than three.
Available Actions
1. Architect
This action allows you to take one of the revealed city tiles and place it on the appropriate place on the lower side of your board. This place is called the reserve. You cannot have more than 3 tiles in the reserve. When the reserve is full and you did not perform Architect's action yet, you cannot perform it until you free the space by placing one of the tiles on your board by performing the Planner Action.
Note: The tiles from the reserve cannot be discarded.
When you take a tile from the game board, the empty space is immediately supplied with a tile from one of the stacks.
2. Planner
This action allows you to place a tile from your reserve on your board. The tile can be placed on any empty space (except the central space). The tiles cannot be placed upside down – the symbol of the building type has to be in the upper left corner of the tile. The already placed tiles cannot be rotated or moved.
Note: At the end of the game every tile has to be connected with the centre of the city. If there are tiles that are not connected to the centre of the city, they are removed and you lose the benefits from them.
Every tile placed on your board influences the location of your markers on different score tracks. On each player board you can find captions showing what parameters are changed after placing a specific tile on the board. The tracks Ecology, Revenue and Happiness have negative values. If placing a tile causes any of the player markers on these tracks to drop below -5, the player musn't place that tile. Instead, the player has to perform a different action or place a different tile.
Note: The wooden discs are used to mark each next ten points players get. This means that the player who gets more than 10 points will use 2 markers – cubes to mark the units and discs to mark the tens.
Example: The blue player placed amusement park tile on his board. The level of happiness of the residents in his city has reached 12. He places his disc on the space marked with 10 and a cube on a space marked with 2 on the Happiness track.
Note: To make the examples simpler, only the points of one player have been shown.
Note: You cannot place tile on the central space.
3. Engineer
This action allows you to change the place of two tiles on your board, or exchange one tile from the reserve with a tile from your board.
Note: If the exchanged tiles show different districts, you have to adjust the position of your markers on different tracks.
4. Mayor
You can remove all of the revealed tiles that are on the game board. Then, you have to supply the spaces with 4 new tiles from the stacks, no matter how many tiles have been on the board (see Advanced Mode).
Note: The removed tiles are not used in the game.
*5. Spy
This action can be used only in advanced mode (see Advanced mode).
Example: Player's turn
The player has got 3 tiles in his reserve at the beginning of the turn. That is why, he cannot perform Architect's action now. He exchanges one of the tiles on his board with a tile from his reserve (Engineer's action) and adjusts the position of the markers on the tracks. Then, he performs the Planner's action and places another tile from his reserve on the board and adjusts the position of the markers on the tracks again. Now, there are only 2 tiles in the reserve so the player may perform Architect's action and place one tile in his reserve and supplies the empty space on the game board.
The End of the Game
The game ends when one of the following conditions occur:
- One of the players fills his board fully with tiles; each of the remaining players can perform one more turn. After that, the players count their points.
- There is no more tiles to be placed on the game board at the end of Architect's action; the player who performs his turn can finish it, that is, perform the remaining actions. After that, the players count their points.
Counting Points
1. Size of the expansion
The gaps on the sides of the tiles mark passages. At the end of the game, every tile has to be connected with others in such a way that there is a passage connecting it to the centre of the city. If there are tiles that are not connected to the city centre, remove them and move back the markers on the tracks that were influenced positively by those tiles.
After removing the tiles from the board, the players count how many empty spaces there are on their boards. For each such space, a player subtracts one point from his final score.
Example: Removing a tile from the board when counting points.
The player has to remove a factory tile from the board, that is why he moves his marker left by 3 spaces on tracks Jobs and Revenue. The markers on the tracks Ecology and Happiness are not moved because the factory did not have a positive influence on them.
2. Unemployment
Each player checks if the number of residents in his city doesn't exceed the number of available jobs. If it does, the player receives 3 penalty points for each point of difference. On the contrary, if the number of jobs exceeds the number of residents, the player moves back the marker on Jobs track so that it is on the same level as the marker on the Residents track. The marker on the Revenue track is moved back by as many spaces as the marker on Jobs track.
3. Points for developing the city
Every player adds the values from 5 tracks and subtracts from them the penalty points he has received. The player with the highest score wins. In case of a draw, the player who has the fewest empty spaces on the board wins.
Advanced Mode
The advanced mode is played in the same way as the basic mode with the following changes:
- Before starting the game, the goal cards are shuffled and placed face-up on the game board. The number of those cards should be equal to the number of players plus one card (2 players – 3 cards; 3 players – 4 cards; 4 players – 5 cards). For meeting the requirements of a goal card, a player gets 10 points. One player may meet the requirements of more than one goal card. If there is a draw between the players in meeting the requirements of the same goal card, all of them get the points.
- During your turn, you can perform an extra action – Spying. The Spy allows the players to steal a tile from other player's reserve. That tile is always placed on the board (never in the reserve). Spy action uses two of three available actions in players turn. If player performs Spy action he can perform only one Architect's action.
- After performing an Architect's action you do not supply the empty spaces immediately. The new tiles are supplied only after your turn.
Party Mode
The party mode is played in the same way as the basic mode with the following changes:
- The game board is placed aside, it will be needed only while counting the points. Shuffle all the 120 tiles and scatter them face down on the table. Place the hourglass next to the tiles.
- In this mode, the players start the game at the same time. There are no player turns. Each player keeps one hand behind his back, reveals the tiles and places them on his board with the other hand. Once a tile is placed on a player board, it cannot be moved or removed.
- Each player tries to build the whole city as quick as possible. The player who has finished first, turns the hourglass. The remaining players continue building their cities until the sand runs out. When this happens, the game ends.
- At this moment, the players place the game board on the table and put their markers on the 5 tracks. Then, players count the number of different tile types on their boards and multiply the values by those from the caption on player boards. Then, each player moves his markers on the tracks. The player who turned the hourglass receives 5 additional points.
