What happens to a Fog of War card removed by Recon, and can Fog of War run out?
A publisher post confirmed the removal and the end of Fog of War.

The card is removed from the game, not returned to the supply. Once all your Fog of War cards have entered your deck (whether or not Recon later removes them), you can never gain more, so Scouts then move without penalty.
