In Scenario 10, can the Radio Intel value go above 3, and do enemy units stop it?

Yes, the value can exceed 3 with no cap, and enemy units standing on the tile do not stop the US from raising it. The Germans must remove the US counters and take control to stop the US scoring. Earlier replies said any enemy counter blocked it, under the original Control rule.
