How does the solo bot's Scout move, scout and attack?

The designer confirmed the move-first order and the simplified scouting.

Generally it moves before it attacks. Ties are broken by the card's listed tiebreakers, then randomly. When the bot scouts a tile it adds a Fog of War card to its discard pile.
