Does a suppressed unit still hold or block control of a tile?
The designer confirmed suppressed units keep their control.

Yes — suppression changes neither control nor presence. A suppressed counter still keeps its tile from being taken (where the rule says enemy units block Control), and you must remove it by attacking it.
